Gaining strength versus gaining muscle hypertrophy is a little different but doing either. Both because with hypertrophy will come strength and weight loss is achievable for the overweight person. As a person starts to work out, the body will become stronger, and body fat will reduce. A high body fat percentage will respond differently than a lower body fat percentage. I do not believe there is an either-or option to lose fat or build muscle.
Controlling nutrition is greatly needed when a person is becoming healthier. Being physically active improves cardiovascular, muscles, joints, coordination, and those types of functions. Improving what is consumed for the macronutrients, sugar, simple carbohydrates, and calories will significantly enhance weight loss.
But typically, individuals with a chronic weight struggle have a different relationship with food or are not as educated in what they perceive is healthy, so the outranking, in my opinion, is learning nutritional value, triggers, and mindless eating/snacking, to rebuild a healthier lifestyle, is better. When food is tightly controlled, it sets the dieter up for failure because then those "no" foods become all they can think about overtime, and it is not a pattern to live for the rest of life.

Learning a new habit pattern and becoming aware of foods is a fundamental change that quickly becomes a new lifestyle. Losing weight is more than a two-dimensional task. It involves every aspect of life, not just physical activity and reducing food.
